In a democratic country, community involvement in policy formulation is a necessity. The government must provide space for the community to become subjects of development through participation in the policy-making process. Community involvement has various benefits, such as a form of transparency, socializing government work, and minimizing the potential for errors in formulating a policy. Communities with knowledge about environmental conditions can provide added value to the policy designs that have been made by the government. The initial Regsosek data collection in 2022 aims to provide a database of the entire population consisting of profiles, social, economic conditions and welfare levels that are connected to population master data and other databases down to the village/subdistrict level. Finalization of the initial data collection results will involve community participation through the Public Consultation Forum (FKP). In the FKP, cross-validation will be carried out between the processing results and community knowledge, and then decisions will be made by prioritizing consensus deliberation.
FKP activities are held throughout Indonesia. FKP is implemented at the village/subdistrict level. In its implementation, 1 village carries out at least 1 FKP, 1 FKP activity is attended by a maximum of 12 Local Environmental Units (SLS)/Sub-SLS. FKP is carried out at the village/sub-district office or if this is not possible, FKP is carried out in public facilities that are appropriate and able to accommodate participants. Participants in implementing FKP activities consist of the SLS Chair/Representative, Facilitator, Assistant Facilitator, Administrator, and Community Figures. The SLS Chair acts as a participant who will carry out cross-validation between the results of Regsosek processing and community knowledge. A facilitator is a person who guides the running of FKP activities, namely the Village Head or village officials. The Assistant Facilitator is tasked with explaining how to fill in the FKP document which is distributed to the SLS chair, consisting of two people, namely the organic BPS Sambas Regency employee and the Sambas Regency BPS partner. The administrator's role is to record the results of FKP activities, carried out by BPS Sambas employees or BPS Sambas Regency partners.
There are several stages in implementing FKP activities, namely the Pre-FKP Stage (Designing and Preparation), the FKP Stage (FKP Implementation), and the Post-FKP Stage (FKP Result Entry). In the Pre-FKP Stage, BPS Sambas Regency carried out officer training which was held on April 11-12 2023 at the Pantura Jaya Sambas Hotel. Apart from that, BPS Sambas Regency also held coordination meetings with the Facilitator. The next stage is the implementation of the FKP which will be held on 2-21 May 2023 at each village office. Next, the FKP Results Entry stage is carried out in line with the implementation of the FKP. The number of FKPs carried out in Sambas Regency was 326 FKPs with 38 teams.
